Summary About the Position: This Lead Program Analyst position is assigned to Program Executive Office (PEO) Soldier, Project Manager Soldier Warrior, Business Management Directorate, located at Fort Belvoir, VA. Responsibilities Serve as team lead overseeing business management personnel to achieve work results based on priority, skill requirements, and level of difficulty in a manner that increases the quality of work products. Perform analysis, evaluation, and oversight of all aspects of the Planning, Programming, Budgeting and Execution of major Program Management programs. Manage requirements and resources to accomplish short, mid, and long term planning and financial resourcing efforts. Direct the planning, programming, budgeting, coordination, and execution of financial management functions within an organization. Develop alternative recommendations for realignment of schedules and reallocation of available resources to fulfill mission requirements. Prepare execution and other financial reports for higher echelons ensuring all critical information is communicated on a regular basis. Provide advice, guidance, and training to other team members on financial policy and procedures. Specialized Experience: One year of specialized experience is defined as: (1) Assist in the Planning, Programming, and Budgeting Execution (PPBE) process to obtain resources for current and future Department of Defense (DoD) acquisition programs; (2) Draft Congressional budget justifications (P&R Forms) in order to prepare spending plans for approval; (3) Advise leadership on the budget guidelines for their organization; and (4) Make recommendations regarding programmatic policy formulation and execution. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13). Position is Telework eligible, as determined by agency policy. Position has a control point: PEO Soldier uses salary control points within the salary range to allow for differentiation in the level of positions within the same broadband. The 2024 salary range for this position is $139,395 to $181,860 per year including locality at the rate of 33.26%. Management will set the selectees pay for this position within the salary range consistent with the qualifications and education of the selectee and the expected contribution for the position. This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
