Right of Way Construction Inspector

GENERAL PURPOSE: Under general supervision of the Civil Engineer and Senior Construction Inspector, provides and performs routine technical and customer service duties for the Engineering Department. Monitors construction work performed by franchise utility contractors for compliance with approved plans, Forneys right-of-way ordinance, and other applicable codes and specifications. Assists with the processing of construction permits and citizen complaints. Conducts Engineering and CIP Inspections and works with the Construction Inspection and CIP Team.

– Provide excellent customer service and assist the public with a variety of issues.
– Monitors construction work performed by franchise utility contracts, builders, and contractors for compliance with approved plans, City ordinances, codes, and contract specifications.
– Assists with processing, tracking, and record-keeping of franchise utility permits.
– Communicates with contractors, developers, and public and City departments on code compliance issues.
– Maintains applicable information in City databases.
– Review quality control for plans, testing, and reports for discrepancies or errors.
– Recommends updates and revisions to applicable construction specifications, standards, and ordinances.
– Provides construction site inspections and project management for street paving, sub-grade, wet utilities, franchise utilities, and capital improvement projects.
– Attends preconstruction, preliminary, and final inspection meetings and provides technical support related to assigned job functions and projects to contractors.
– Process of right-of-way permits and assist with permit/project tracking.
– Inspects and enforces erosion control measures at construction sites during construction.
– Inspect for proper surveying and staking.
– Coordinates and schedules requested inspections and locates requests.
– Monitors the testing of construction materials.
– Inspects construction methods and right-of-way restoration of City and franchise crews and any other work in the right-of-way.
– Responds to and investigates citizen complaints relating to construction sites and right of way.
– Completes open record requests as needed.
– Performs other duties as assigned.

## Minimum Qualifications

– Possess a valid drivers license.
– High school diploma or GED equivalent
– Two (2) years of work experience in construction inspections; street and utility heavy construction or the equivalent of construction, utilities, or a related field.

Physical Demands / Work Environment:

– Work is performed in office and construction site environments
– Must be able to maneuver around construction sites and maintain equilibrium to prevent falling while walking, standing, or crouching.
– May be subject to repetitive motion such as typing, data entry, and vision to monitor.
– May be subject to walking over rough terrain, bending, reaching, kneeling, or climbing ladders into trenches when inspecting construction and land development sites.
– May be subject to loud noises, heavy equipment, extreme weather conditions, hazardous materials, chemicals and fumes, infectious diseases, air and water-borne pathogens, insects, snakes, and rodents common to constructing or renovating streets, sewers, and drainage systems.
– Must be able to lift to 50 pounds.

## Preferences

Knowledge of:

– Knowledge of best practices and maintenance of SWPPP.
– Knowledge of construction specifications and constru tion materials.
– Knowledge of construction inspection and investigation practices and procedures.
– Methods and procedures of computerized data management and clear and concise report preparation.
– Current literature, information sources, and research techniques in municipal planning, building codes, and zoning ordinances.
– Knowledge of computer programs such as Windows,Microsoft OfficeProducts, Word, Excel, Bluebeam, CAD, Adobe, and project management software.

Ability to:

– Ability to communicate clearly and concisely, both orally and in writing.
– Ability to form and maintain effective relationships with coworkers and customers.
– Ability to maintain regular and punctual attendance.
– Ability to read and understand engineering plans and specifications.
– Reading, interpreting, and applying building codes and structural, electrical, plumbing, and mechanical building plans.
– Identifying and responding to community and City Council issues, concerns, and needs.
– Ability to manage time and schedule daily activities.
– Ability to operate and maintain a motor vehicle.
