Job Title: Right of Way Technician Wage/ Status: Non-Exempt Reports To: Deputy Director of Public Works Revised: September 2024 Department: Public Works General Job Summary The Right of Way Technician protects the Citys infrastructures within the Public Right-of-Way or utility easements. The Citys infrastructure includes water, wastewater, fiber optics, pavement, stormwater systems, lights, signals, sidewalks and signs within the public right-of-way or easements. This is accomplished by reviewing line locate requests for work to be performed within the public right-of-way or easements, review and approve plans and traffic control plans, coordinate with city departments, issuing permits, determining the location of existing City utilities, marking these utilities with appropriate colored paint and flags, inspecting work performed and ensuring that the work zone area is restored back to, or better than, original condition. Other duties include assisting with the departmental budget and providing technical support to all City departments. Essential Qualifications Education/Certification: High School Diploma or a GED equivalent. Valid Texas Class C Drivers License. Must pass criminal background check. Must pass post-offer physical exam. Experience (Required): Two (2) years of experience in the maintenance, repair, and/or construction of streets, drainage, or water systems preferred. Municipal experience in these areas preferred. Knowledge, Skills, and Abilities: Ability to follow oral and written instructions. Ability to read and understand technical instructions and maps. Ability to safely operate or use equipment, tools, and cleaning supplies for the assigned duties. Knowledge of equipment and tools used in maintaining Town property and facilities. Knowledge of cleaning and maintenance techniques for buildings, equipment, and worksites. Ability to troubleshoot, problem solve issues. Ability to work and contribute to a team environment and treat co-workers and customers with respect. Ability to competently use work order systems and work-related software and computer equipment. Ability to provide a high standard of customer service and a professional attitude with all internal and external customers. Duties and Responsibilities: Determines the location of city utilities by meeting with contractors in the field to locate and identify city-owned utilities in the vicinity of the contractors work within the Public ROW or easements Manages and inspects contractor work by reviewing work in progress to ensure that newly installed facilities, structures, or utiliti s will not interfere with city-owned utilities or maintenance of the right-of-way. Inspects work in progress to ensure public safety. Inspects work completed by contractors to ensure that no damage is done to city or private utilities within easements or Public ROW and that everything has been restored back to, or better than, original condition. Administers the ROW permit program by overseeing work being performed in the Public ROW and easements. Ensures proper departmental communications have been performed. Maintains the right-of-way by maintaining an accurate records of work to be performed by the contractor. Acts as mediator between resident and contractor due to work performed. Performs all work functions and operates all equipment in a safe manner to ensure the safety of self, co-workers, and the public. Follows all safety procedures, ensures a safe working environment, and immediately reports any unsafe working conditions. Other Duties: Other duties as assigned. Supervisory Responsibility: Job has no responsibility for the direction or supervision of others. Tools/Equipment Used: Operates a variety of city equipment and vehicles including, but not limited to: vac-trailers, excavators, pipe saws, chainsaws, light duty pickups, backhoes, dump trucks, power tools, and other utility equipment. Posture: Frequent standing, kneeling/squatting, bending/stooping, pushing/pulling, and twisting; work in tiring and uncomfortable positions, i.e., enclosed spaces. Motion: Frequent walking, climbing stairs/ladders/scaffolding, grasping/squeezing, wrist flexion/extension, and overhead reaching; frequent driving; frequent keyboarding and use of a mouse. Lifting: Exerting 20-50 lbs. occasionally, 10-25 lbs. frequently, or up to 10 lbs. constantly. Environment: Primary work location is outdoors. Working conditions include frequent exposure to unpleasant environmental conditions and/or hazards. Majority of work is performed outdoors or with exposure to risk. Occasional physical effort is required. Mental Demands: Maintain emotional control under stress.
