Job Overview:

The Senior Operations Engineer (Marine) uses best practices and knowledge to solve complex Marine Construction challenges. The Senior Operations Engineer (Marine) provides technical and engineering support to an offshore construction project or tender. The Senior Operations Engineer (Marine) may be involved in all stages of a project life cycle from providing technical support to an early engagement commercial pursuit on through to project execution and final close out. The role is an office based position, however regular on site field support (construction sites and offshore locations) is required to properly execute the job duties. The Senior Operations Engineer will act as a resource including leading and supervising engineers with less experience and share their conceptual and practical expertise in the support of planning and executing offshore construction projects.

Key Tasks and Responsibilities:

Review tender documents including scope of work, drawings, and specifications

Coordinate the input from all Offshore Operations departments into a single proposal summary

Attend bid reviews to provide Marine Construction technical support to the Tender Manager.

Ensure all bid input has been reviewed and approved by the responsible Marine Operations Manager/Director and applicable Vessel Operations Manager(s) before submittal.

Determine if any clarifications are required from the Client regarding the information provided in the tender documents

Prepare technical clarifications/qualifications about the scope of work, drawings, and specifications. as necessary

Determine the sequence of work to be performed with input from key stakeholders including Vessel Operations Manager(s), and Subject Matter Experts (SMEs).

Determine the equipment to perform the work based on availability, tender requirements, and in support of the pre-defined bid strategy

Provide key input in development of marine execution schedules to the responsible planner including the duration of work using historical norms for similar jobs where applicable

Provide support to projects and tenders with the identification and quantification of costs for offshore work. This may include vessel preparatory activities, port clearances, third party subcontractor or vessels, and project tools, equipment, or consumables.

Coordinate necessary construction support engineering and preparation of technical drawings for bid projects and/or tender submittals

Prepare (or supervise and review development by others) Installation Procedure(s) by the Level II Procedure and with due regard for safety. The scope of procedures required will be defined by the senior level engineer assigned to the project. As a minimum, the procedure(s) will outline the following:

Methods, techniques, and practices to be used to perform work

The sequence(s) to be used to perform work

Installation aids, temporary works, and consumables required to perform the work

Manage and/or provide oversight of discrete subcontract scopes of work including tracking and managing of costs and supporting forecasting of future expenditures. This may include ROV, Survey, Pre-Commissioning, NDE, third party vessels, or other services.

Identify changes and provide support under direction of the Project Manager / Director in development of variance order strategies, development, and negotiations

Recommended and facilitate changes in the technical details, and drawings, where these may result in safer and better installation procedures

Develop (or supervise and review those provided by others) mobilization and readiness plans for the transportation of materials/structures to the offshore that facilitate safe and timely installation

Actively participate and/or lead project Job Safety Analysis, if applicable, and communicate and implement requisite control measures. Coordinate changes in the technical details or drawings where these may result in safer and better installation procedures.

Lead coordination with various interfaces including Vessel Managers, Vessel Operations Managers, Subject Matter Experts, and others as necessary to ensure that necessary equipment, processes, and personnel are available and ready for the project

Serve as the lead liaison with the customer representative and various subcontractor representatives at the offshore site.

Preparation of Design Input Overview for Construction Support Engineering and close out of the engineering

Preparation of Work Orders for fabrication of installation aids and oversight of the fabrication to completion.

Prepare Post-Job Reports by Level II Procedures

Prepare/collate as-built documentation and records by the contract requirements and approved project requirements

Essential Qualifications and Education:

Bachelor’s Degree in Engineering (mechanical, civil, subsea, ocean, petroleum, energy, or chemical preferred) or a related field

5 years of experience in the oil and gas industry with Major Contractors or consultant

A minimum of 5, preferably 7 years of Marine Operations and/or marine project execution experience

Previous experience and knowledge of marine project execution practices and engineering processes including detailed knowledge of offshore operations practices.

Previous experience including detailed experience with multiple offshore construction methods which could include some of the following: offshore pipelay, structure installation, floating facility installation, flex lay, subsea hardware installation, pre-commissioning, and/or decommissioning operations

Proficiency in using project planning software including Microsoft suite of applications (Word, Powerpoint, Excel, and/ Project)

Understanding of engineering principles, technical drawings, and specifications

Knowledge of relevant codes and standards within the EPCI industry

Strong analytical and problem-solving abilities

Excellent verbal and written communication skills, with the ability to effectively convey technical information to diverse stakeholders.

Strong interpersonal skills, fostering effective collaboration within cross-functional teams

Ability to thrive in a dynamic and fast-paced work environment, managing multiple priorities and deadlines effectively

Demonstrated flexibility and resilience in dealing with unexpected challenges or changes in project requirements

Strong organizational skills, maintaining complete and well-documented records

Demonstrated experience with cost and risk management and actively seeks to achieve added value.

Previous experience leading a small team of less experienced engineers
