The primary purpose of this position is to provide developmental experience designed to broaden the skills and/or enhance the management and leadership perspective of an identified high-potential, mid-level manager/executive; it is not a continuing position and assignment duration is limited to 36 months. Responsibilities DUTY 1 Performs career broadening assignments as Occupational Safety Manager. Provides expertise in DAF, includes Air Force and Space Force, safety and occupational health policy, plans, and program execution. DUTY 2 Career broadening assignments involve providing guidance and management advisory services on all occupational safety issues. Assists in management of the DAF Safety and Occupational Health, Risk Management and Fire Protection programs. DUTY 3 Career Broadening assignments involve assisting the management of the safety and occupational health mishap investigation program to help broaden program management skills. Reviews, evaluates, and analyzes all mishap investigation reports to ensure comprehensive accident/loss prevention program elements are applied and implemented correctly DAF wide. DUTY 4 Performs Career Broadening assignments involving planning and providing management oversight and technical expertise for the implementation of comprehensive safety education activities at the DAF level. Develops and audits Occupational Safety and Health educational materials and provides technical guidance for Chief of Safety, Mishap Investigation Non-Aviation, Safety Manager and Risk Management courses emphasizing managements roles, responsibilities and requirements. DUTY 5 Carries out special projects, assignments and expand management experience designed specifically to meet the broadening intent of the position. Represents the concerns of the DAF at meetings and conferences; conducts, prepares staff studies and various documents to meet special requests or requirements; develops and presents oral presentations to MAJCOM/FLDCOM/DRU/FOA senior leaders; leads and/or serves on steering committees that include non-DoD professional organizations. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Undergraduate and Graduate Education: Major study — safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. Safety and Occupational Health Management Series 0018 (opm.gov) SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. General Schedule Qualification Standards (opm.gov) FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of safety and occupational health principles, practices, procedures, laws, regulations, consensus standards and current legislative issues as they relate to the military installation occupational safety program; the requirements, methods, and techniques of accident and mishap investigation, analysis, resolution of safety problems, and formal reporting procedures; and risk assessment methods and techniques for evaluation of occupational safety and health risks. 2. Knowledge of communication techniques, principles, and regulations to communicate effectively, both orally and in writing, in responding to work related problems, questions, and diverse occupational safety and health, fire and environmental related scenarios. 3. Knowledge of basic general industry and construction standards, methods, practices, techniques, materials, and equipment to determine compliance with regulations and standards with skill and ability to recommend appropriate corrective actions. 4. Knowledge of standard training techniques, methods, and materials sufficient to develop and present formal training and instructional sessions that meet or exceed requirements. 5. Ability to manage, plan, organize work, and meet deadlines. Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 – the “Tax Cuts and Jobs Act of 2017” suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for “substantially all” of the increased tax liability resulting from the “2018 Tax Cuts and Jobs Act” for certain eligible individuals.
