Summary This position is part of the Defense Threat Reduction Agency. The incumbent will be responsible for curates, analyzes, and integrates complex and varied CTR and external data, using advanced tools and techniques, to enable development of data-dependent capabilities for CTR and its mission partners. Identifies the requirement for, initiates, plans, and executes CTR data curation/analysis/integration efforts. . Responsibilities As a DATA SCIENTIST at the GS-1560-13/14 some of your typical work assignments may include: Identifies, accesses, and integrates relevant data from numerous DTRA, DoD, interagency, commercial, and public sources. Enables the design and development of data analytics/science related tools dependent on Artificial Intelligence/Machine Learning (AI/ML) and natural language processing methodologies. Supports the Chief in identifying trends and patterns in performance metrics of department-wide acquisitions efforts, operational evaluations, and business process activities to propose new ways for the directorate to make better decisions about operations and business processes. Conducts oversight of the overall planning, direction, and timely execution of assigned projects. Identifies technical and programmatic issues that may occur during project execution and initiates corrective actions accordingly. This includes evaluating technical risk and achievability along with programmatic and/or fiscal delays in accomplishing required project tasks. Prepares execution plans for program planning, development, and transition. Reviews and approves Statements of Work (SOWs), Procurement Requests (PRs), Military Interdepartmental Purchase Requests (MIPRs) and Inter-Agency Agreements (IAAs) for consistency with technical and programmatic objectives. This is a Career Ladder Position. If selected at the GS-13 level, the incumbent may be noncompetitively promoted to the GS-14 level without further competition, once time-in-grade, training, satisfactory performance, and other requirements of the higher grade level are met. The promotion to the next higher grade is not automatic, incumbent must fully meet these requirements in order to receive the promotion to the next higher grade and the promotion is at the supervisors discretion. Requirements Conditions of Employment Qualifications You may qualify at the GS-14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Leading the evaluation/selection for the selection of a contract or task order; managing projects (cost, schedule, and performance); Serving as Contracting Officers Representative (COR); Leading and managing project teams; developing effective working relationships with DoD, interagency, and international partners; and Leading delegations overseas in meetings with senior foreign officials for technical discussions on new or ongoing projects. You may qualify at the GS-13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Supporting the evaluation/selection for the selection of a contract or task order; managing projects (cost, schedule, and performance); Experience with Contracting Officers Representative (COR) related activities. Serving in a lead role for project teams; developing effective working relationships with DoD, interagency, and international partners; and Experience in overseas in meetings with senior foreign officials for technical discussions on new or ongoing projects. C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1560 series. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. Or Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. NOTE: Failure to provide transcripts will result in you being rated ineligible for this position. Education Substitution of education may not be used in lieu of specialized experience for this grade level. You MUST provide transcripts or other documentation to support your educational claims. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate schools definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. Foreign education may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses. Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process. If selected, official transcripts are required before a firm job offer is made. A photocopy of your degree/diploma is not acceptable. When relying on foreign education, submit transcripts and a copy of the equivalency evaluation results letter with a course-by-course listing.
