Summary The Administrative Officer assists the Chief, Mental Health and Behavioral Sciences Service (MH&BSS) in the the overall administrative decision-making, policy development and resource management of the MH&BSS. The incumbent assists in providing leadership and coordination in the development, implementation, evaluation, interpretation, revision and necessary corrective action of all applicable administrative policies, functions, activities, operations and programs for mental health care. Responsibilities Include, but are not limited to: Serves as the Senior Contracting Officer Representative (COR) for all MH service contracts and advise junior CORs on developing Statement of Works (SOW), contracting pricing, periods of service, etc. Recommend new programs and enhancements of existing programs, including writing necessary proposals for funding, personnel, equipment/furniture and physical facilities. Coordinate and effectively manage the operations of the Mental Health Program as an extension of the Chief, MH&BSS. This includes advising and conferring with chiefs of various programs and providing information, resources and expertise as needed to create an efficient and effective operation. Prepare the MH&BSS budget projections based on studies of past expenditures, knowledge of Mental Health Care requirements, changes which have occurred in workload, and future goals of service which involves working closely with the program heads in assessments, forecasting, and determination of their specific needs. Responsible official for all property assigned to the Chief, MH&BSS. Supervise the administrative functions associated with services in a clinical or medical service organization. Performs other duties as assigned. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/23/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Serve as the Senior Contracting Officer Representative, Assists the Chief, MH&BSS in planning, developing and executing a system for required reports, matching available staff with workload demands. Plans, requests and documents need for resources including personnel, budget, supplies and equipment. Developing policy statements and in completing special assignments and projects. Acts as administrative liaison with all services. Prepares budget projections, records and organizes documents relating to expenditures. Resolves patient complaints. Responsible for overseeing all program support and administrative personal. Supervises the administrative functions associated with services in a clinical or medical service organization. Prepares formal requests for recruitment of vacancies or additional staff to meet workload requirements. Conducts interviews, approves and disapproves leave requests. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary. Typically, the employee sits comfortably to do the work. However, due to the multiple locations of the MH&BSS work being performed, a significant amount of walking, standing, bending, carrying of light items such as papers, books, small parts or equipment may be required at times. No special physical demands are required to perform the work.
