ESSENTIAL JOB DUTIES
Performs intermediate clerical work involving the real and personal property taxes through essential functions such as: keying and filing of appraisal fieldwork (new construction, splits, appeals, revaluation, etc.); obtain and process permit information from county and municipalities to ensure that parcels are properly coded to visit; print parcel Field Review Cards to be visited by appraisal staff; assist with taxpayer questions and inquiries; gather, maintain, and prepare information needed for appeal visits; manage scheduling and appointment notification of appeals to the Board of Equalization and Review; monitor status of appeals; preparation of appeals books going to the Board of Equalization and Review and to the NC Property Tax Commission; assist with the preparation of the Schedule of Values; provide support and information to the appraisal section in conjunction with the revaluation; manage building photo file to ensure that photos are accurately assigned to the correct parcel/address; conduct the North Carolina Department of Revenue Sales Ratio Study; assist with various edits to help ensure accurate data; work on appraisal related projects within the Tax Department as needed; performs other related tasks as required. Work is performed under the regular supervision of the Tax Division Leader.
KNOWLEDGE AND SKILL REQUIREMENTS
Some knowledge of standard office methods and procedures, business English, spelling, and arithmetic
Ability to operate standard office and data entry equipment
Some knowledge of tax recording, policies, and procedures
Ability to make decisions relating to assigned operations in conformance with applicable laws and policies
Ability to establish and maintain effective working relationships with associates and the general public
EDUCATION AND EXPERIENCE REQUIREMENTS
High School Diploma or equivalent from an appropriately accredited institution and three (3) years of progressively responsible secretarial or clerical/administrative/office management experience OR
Associate degree from an appropriately accredited institution in Secretarial Science, Business Administration, or related field and one (1) year of progressively responsible secretarial or clerical/administrative/office management experience OR
Bachelors degree from an appropriately accredited institution preferably with major emphasis on coursework in Business Administration, Public Administration, or other related field
SPECIAL REQUIREMENTS
Must possess and maintain a valid North Carolina Drivers License
PHYSICAL REQUIREMENTS
This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects. Work requires stooping, crouching, reaching, walking, lifting, grasping, and repetitive motions. Vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly, or quickly. Hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound. Visual acuity is required for preparing and analyzing written or computer data, operation of machines, determining the accuracy and thoroughness of work and observing general surroundings and activities.
