Summary The Office of Analytics, Review, and Oversight (OARO) supports the agencys mission, goals, and service principles by reviewing program quality and effectiveness; making recommendations for program improvement using feedback from the adjudication of cases, predictive modeling, and advanced data analysis; coordinating the agencys detection and prevention of fraud; and responding to recommendations of external monitoring authorities. Responsibilities The Associate Commissioner for Analytics and Improvements (AC, OAI) is the key Social Security Administration executive responsible for the improvement of information sharing across organizational boundaries for managers to make informed decisions. The AC, OAI is responsible for: Designing and implementing data strategies and systems. Leads, motivates, and manages multi-component teams. Oversees the collection, storage, management, quality, and protection of data. Adheres to data privacy policies and comply with data protection regulations. Effectively communicate the status, value, and importance of data collection to executives and staff. Knowledge of relevant applications, big data solutions, data analytics, and tools. Serving as the agency lead for business/data analytics. Provides authoritative information and evaluations, which is used in establishing priorities, allocating resources, and formulating management policies and agency initiatives. Oversees all matters related to the ongoing operations of operations research studies of SSA programs and management issues to improve the efficiency of SSAs operational workloads. Provides expert statistical support to SSA components on study design, sample selection, variance calculations, hypothesis testing, and deep dive data analysis. Tracking and measuring the success of performance across agency components and identifies emerging improvement issues based on longitudinal data analysis; working with components to identify opportunities to enhance agency processes through improvement initiatives; and working with agency components to identify quality measures and data sources and provide analytical support. Conducting business process reengineering analysis, produces simulation models, and identifies and recommends best practices to promote greater efficiencies. Continually evaluating processes, policies, and procedures to identify opportunities for improvement. Working in collaboration with agency operating components and subject matter experts to evaluate existing processes, identify problem indicators, develop and test innovative solutions options, and identify measurable performance goals. Requirements Conditions of Employment U.S. Citizenship is required. In order to be considered minimally qualified for this position, candidates must have had responsible professional experience at a senior level (equivalent to the GS-15 in either the General Schedule (GS) or a comparable pay plan). Qualifications As a basic requirement, applicants MUST demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Mandatory Professional/Technical Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant. You must clearly show that you possess the experience and leadership competencies to perform the duties of an executive. Leadership Competencies: Financial Management, Human Capital Management, Technology Management ECQ 5 – BUILDING COALITIONS: This ECQ involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Leadership Competencies: Partnering, Political Savvy, Influencing/Negotiating FUNDAMENTAL COMPETENCIES: The following competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Integrity/Honesty, Written Communication, Continual Learning, and Public Service Motivation. MANDATORY PROFESSIONAL/TECHNICAL QUALIFICATIONS (MTQs): No more than one (1) page per MTQ is allowed; additional information will not be considered. This document MUST be submitted using the “Mandatory Technical Qualification” document type. Senior-level experience developing and implementing strategies in management information/business information, data analytics, modeling, artificial intelligence use case support, and performance measurement across business lines. DESIRABLE QUALIFICATIONS (DQs): An optional statement addressing each Desirable Qualification (DQ) is strongly recommended. No more than one (1) page per DQ is allowed; additional information will not be considered. This document should be submitted using the “Desirable Qualification” document type. Broad senior-level experience in data analytics, predictive modeling, information technology, and program evaluation. Note for Current and/or Former Political Appointees: Effective January 1, 2010, OPM must authorize any employment offers we make to current or former (within the last 5 years) political Schedule A, Schedule C, or Non-Career SES employees in the executive branch. Education Additional Information (1) The selectee for this position will be subject to an appropriate security investigation, including fingerprinting, periodic future reinvestigation(s), and security clearance requirements (if required). (2) Veterans preference is not applicable to the SES. (3) This position is covered under the post-employment restrictions of the Ethics in Government Act of 1978 (PL 95-521).
