The City of Norfolk’s Parking Division is an enterprise fund, which falls under the Department of General Services. The Parking Division operates over 19,000 public parking spaces located in 14 garages, 10 lots and more than 500 on street spaces.
Manages operations of computer controlled parking garages and lots, and parking enforcement function. Writes and implements plans and schedules for events and festivals, and coordinates traffic control with police. Directs, verifies, audits, deposits and reports city revenue. Provides staff oversight and supervision, and performs administrative duties.
Essential Functions
Provides staff oversight and supervision through training and oral and written instructions.
Monitors and evaluates job performance through coaching, motivating and yearly performance evaluations.
Organizes and performs orientation for City, departmental and safety goals.
Interviews potential new hires for supervisory and parking attendant positions; checks references and makes hiring recommendations.
Reconciles, maintains, and logs petty cash.
Reconciles cashier reports, records and deposits City revenue collected.
Conducts surprise audits, makes recommendations for employee reimbursement for loss control of City funds.
Writes staffing schedules to maintain operational readiness of facilities and control payroll expenditures.
Writes operational memos, providing information to staff.
Manages public relations; resolves customer complaints, writes accident, vandalism, incident, and personal injury reports.
Manages parking facilities’ usage by transient and monthly parkers through control of the computer counts and automated equipment as well as staff adjustments.
Conducts facility inspections, writes safety reports and work reports.
Has contact with local law enforcement to manage traffic control and to document accidents, vandalisms, theft, and injuries.
Education/Experience
Work requires knowledge necessary to understand basic operational, technical, or office processes. Level of knowledge equivalent to four years of high school or equivalency.
Required:
One year of experience in a supervisory position in customer service,
Preferred:
Parking industry experience.
Additional Information & Requirements
Valid Drivers License required.
Work Schedule:
Wednesday – Sunday – 11:00am – 7:30pm – 40hrs
This position is designated as Essential and may be required to report to work during City closures due to inclement weather and other emergencies.
Signing Bonus:
This position is eligible for a one-time $5,000 signing bonus for new hires.
Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.
Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.
Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.
Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
