Responsibilities You will serve as an ENGINEERING TECHNICIAN in the ACOS MATERIAL DIRECTORATE (N43) of the COMMANDER, NAVAL SURFACE FORCE ATLANTIC (CNSL) located in NORFOLK, VA. You will apply general shipboard engineering application expertise, principles, knowledge, concepts and application in support of initiatives associated with maintenance, repair, assessment, and modernization of U.S. Navy surface ships. You will plan and accomplish effective ship upkeep for orderly and timely ship maintenance availabilities and throughout the ship’s readiness operational cycle. You will plan, organize, direct and participate in team studies requiring technical application of shipboard engineering system operations. You will assist type desk managers and port engineers to resolve advance planning and engineering problems, and attend conferences and interface with other naval commands and private contractors on shipboard engineering matters. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying knowledge and skill of a wide range of engineering related knowledge and applications, concepts, standards, and methods. Experience applying a thorough knowledge of pertinent laws, regulations, policies, procedures, and precedents which affect the requirements and operations of intermediate and depot level surface ship maintenance, repair, readiness, modernization and alteration (fiscal management methods, practices, and techniques: manpower, material, facilities, and services). Experience applying knowledge of automated data processing and/or web based programs to facilitate utilization of related data and information systems used throughout the repair and maintenance community. Experience speaking, writing, and communicating effectively to conduct complex experience-based hands on technician level briefings and presentations clearly and concisely to groups and on a person-to-person level. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education BASIC REQUIREMENTS FOR SPECIALIZED EXPERIENCE: Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. Certification: Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technicians quality of experience. Additional Information This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service. Incumbent is required to perform the above duties at a variety of job sites within commuting area. It is incumbents responsibility to transport himself in an expeditious manner between job sites in the local area of his/her permanent duty station with reimbursement of costs in accordance with Joint Travel Regulations. Travel, as much as 10% of the time, both within and outside CONUS is required. Travel may be by commercial (air. mil, POV. etc.) or government-operator (military aircraft, vessels or vehicle) or government-chartered carriers and riding Navy ships at sea. Work is performed with regular and recurring visits to Navy ships or industrial sites, such as shipyards. Such duties bring exposure to moderate risks, discomforts and unpleasantness such as climbing of vertical ladders, entrance into confined spaces, exposure to high temperatures, high winds and high noise level areas. The production and/or shipboard areas require safety precautions (e.g., working near operating machinery, moving vehicles, and cranes; down in dry docks; on and around scaffolding; or in areas or high noise levels). Visits take place in all weather conditions. The Employee may be exposed to flammable liquids, strong odors or fumes from paint, fuels, or chemicals used in the work processes. Regular use of safety equipment is an occupational requirement (e.g., hard hat, safety glasses, ear plugs, steel toe safety shoes and other kinds of protective devices). Work requires frequent shipboard assessment which requires regular and recurring considerable and strenuous physical exertion. Assignments require surveys of shipboard equipment and systems and shipboard working conditions as well as shipboard assessments or industrial and ships force work progress. Such activities require long periods of standing, stretching, walking, bending, stooping, crawling, crouching, climbing vertical ladders, entering confined spaces, lifting object over 50 pounds and riding Navy ships at sea. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled.
