POSITION DESCRIPTION:
Responsible for the assisting the Education Program Director with overall management of the Louisiana National Guard Education programs which include three Youth Challenge Programs, one Job Challenge Program and three STARBASE programs with a combined employment of @412 employees and $35 million budget.
Directly supervises and oversees 5 staff employees (Budget, Operations, Food Substance, Project Management, Education Coordinator, Recruiting and Public Affairs, Admin Employee), 3 STARBASE Director’s (Rosedale, Training Center- Pineville, and Jackson Barracks) and assist with 4 Youth programs: Program Directors for Training Center Pineville YCP, Camp Minden YCP, JCP and Gillis Long YCP. Responsible for the overall execution of three YCP and three STARBASE programs with an annual graduation goal of 1,200 YCP Cadets and 150 STARBASE academies. Assist the Education program Director with oversight and guidance for execution of @ $35 million overall budget. Coordinate with the Louisiana State University (Contactor) to maintain a real time program database that tracks the types and capacity of students, education, and all core component statistics by each program. Provides guidance to all program managers and ensure that all NG-AY, state, and program guidelines are met. Reviews a variety of information (e.g. education code, legal decisions from the executive council, programs practices, etc.) for the purpose of assessing impact on program, making recommendations and/or addressing a variety of administrative needs. Visits and examine from time to time all of the schools under his general supervision and exercise general supervision over them in accordance with the rules prescribed from the Education Program Director. Conducts media interviews/releases to promote all programs within local, state, and national news when prescribed. Assist the Education Director in Overseeing use of all Program funds and facilities for the purpose of achieving the programs educational goals with a maximum of efficiency in accordance with NGB, state and federal requirements. Plans and provides annual workshops to directors and staff leads. Conducts interviews and select personnel for primary positions. Regularly attends program functions such as Intake Day, Family Days, and Graduations. Responds to public and governmental inquiries. Coordinates with Louisiana Military Department in all matters pertaining to budget execution and personnel management. Performs personnel functions (e.g. recruiting, interviewing, evaluating, supervising, etc.) for the purpose of maintaining adequate staffing, enhancing personnel productivity and achieving objectives within budget. Presents information on a wide variety of subjects (e.g. strategic plan, budget, alignment, evaluation management, etc.) for the purpose of conveying information, gaining feedback and/or making recommendations regarding Program management. Conducts regional planning and identification of program needs for the professional development of staff employees within the 4 State Programs assigned by NGB. In the absence of the Education Program Director, keeps the Deputy Director of LMD informed of any or all issues pertaining to Education Programs. Ensures the Programs are staffed with well-trained, quality, and engaged employees at all times; works closely with the executive management teams to develop effective hiring, training, and compensation plans to retain our quality talent; and leads and mentors’ staff, engaging and empowering them to be successful in serving customers. Represents the programs at important education and State functions, community events, industry training and events, and networking opportunities. The approver for all State travel cards authorizations and credit card purchase in LA Works. Monitors program performance by measuring and analyzing results class results, initiating corrective actions, and minimizing the impact of variances. Updates job knowledge by remaining aware of new regulations, participating in educational opportunities, reading professional publications, maintaining personal networks, and participating in professional organizations related to STARBASE, Job Challenge, and Youth Challenge Programs. Develops strategic prospects by studying educational trends and recruitment opportunities; analyzing acquisitions for all programs and possible expansion prospects; analyzing organization operations; identifying opportunities for improvement, cost reduction for food.

POSITION QUALIFICATIONS:
Minimum Education Requirement – Bachelor’s Degree. Excellent communications skills, both oral and written are required. Must have knowledge of Windows and Office Programs (Word, Excel, Access, Outlook, PowerPoint, etc.). Must have experience working with Educational and/or Training Programs. Knowledge and experience in working with at-risk youth preferred. Experience in corporate management, budget development, strategic planning and process improvement preferred.
GENERAL: Must have a valid Driver’s License, Social Security Card and Birth Certificate. Must qualify to obtain a Department of Defense Common Access Card (CAC) Card. Periodic travel may be required. Must be available to report to duty during emergency or disaster situations. Must have the ability to work and communicate effectively with agency personnel, peers, superiors, subordinates and the public.
OTHER REQUIREMENTS: Must meet physical requirements to perform functions of the position. Must attend/complete all LMD annual training and other training required for the position. Must adhere to the Code of Ethics and foster a Sexual Harassment-Free Environment.
