ASSESSORS OFFICE
The Assessors Office is responsible for maintaining the inventory of all assessable property in the county and preparing the various assessment rolls which are the basis of the property tax bills. Revenues from property tax assessments benefit the public by funding public schools and services provided by the County and special districts.
THE OPPORTUNITY
The Property Transfer Supervisor is the first full supervisory level in the technical assessment office support series, responsible for planning, organizing, supervising, reviewing, and evaluating the work of technical support staff, and performing the most difficult and responsible types of duties assigned to these classes. The incumbent is responsible for determining the appropriate processes for the most complex property transfer issues. Employees at this level are expected to be fully trained in property transfer functions and competent in all procedures related to assessment office support.
The selected candidate will have the opportunity to:
Assign, supervise, review and evaluate the work of assigned property transfer and technical assessment office support staff; effectively recommends selection decisions, disciplinary matters and other personnel decisions. .
Organize and assign work, set priorities and follow up to ensure coordination and completion of assigned work.
Assist staff with the resolution of difficult situations; answer complex and technical ownership questions from title companies, property owners or their agents, attorneys or tax representatives and other interested parties.
Review work for quality standards; develop and implement procedures to increase efficiency; develop, recommend and implement improved operating procedures, forms and work processes.
Receive, review and verify a variety of complex legal documents and records pertaining to property ownership changes and specialty transfers; determine appropriate actions to be initiated based upon applicable laws and regulations.
Coordinate activities required for the performance and completion of assessment rolls.
Provide direction to staff in searching a variety of recorded documents, including property rolls, to determine changes ownerships, transfer of properties, and boundary discrepancies; perform highly specialized and/or complex research as needed.
Provides direction to property transfer staff regarding analysis of documents that involve highly specialized and/or complex changes of ownership.
Perform extensive research to determine the taxability status of complex title changes.
Interpret legal descriptions requiring knowledge of metes and bounds property descriptions; analyzes and applies Revenue and Taxation codes in relation to change of ownership.
Perform complex and technical property transfer and assessment support work including review of a variety of reports and records, change of ownership, exemption claim forms, supplemental roll assessments, appraisal and assessment related data.
Attendance and punctuality that is observant of scheduled hours on a regular basis.

Experience:
Four years of increasingly responsible experience in assessment support at a level equivalent to a Property Transfer Specialist or Senior Assessment Technician. College level coursework in a related field is desirable.

The County of El Dorado is recruiting applicants for Property Transfer Supervisor. This recruitment will establish a list for the purpose of filling current and future full time, part time, limited term and extra help vacancies for at least three (3) months. In accordance with Personnel Rules 1103.1 and 1105.1, an extra help or limited term employee may be transitioned into a regular employee if the department in which the employee works has a vacant allocated position for the same classification as held by the extra help or limited term employee and the appointing authority requests such transfer.
