Summary You will serve as a PROGRAM ANALYST at Military Sealift Command (MSC), Directorate Ship Management (DSM) of MILITARY SEALIFT COMMAND. Responsibilities You will be responsible for overseeing Submarine and Special Mission Support Service Ships (PM41). You will be responsible for planning, directing, supervising, and monitoring the daily readiness and material capabilities of each class of ship. You will be responsible for supporting staff within MSC, MSC field organizations, and DoD Sponsor and Navy Support organizations and providing resource support to Contractors and Maritime Industry partners that provide services to MSC. You will be responsible for assisting worldwide Fleet Operational Commanders in the development, planning, execution, tracking, funding, and management of vessels for direct mission support. You will assist the Project Officer and Program Manager in the development of reports while acting as the principal advising organization to the Director for all matters related these ships. You will be responsible for assist in providing mission ready, best value, ship capability to respond to operational demands for United States (US) Forces worldwide. You will be responsible for assisting in day-to-day program analysis activities of projects to accomplish the organizational mission. You will be responsible for performing review and analysis of major programs of the organization, and preparing evaluative material for use of management officials in program review and evaluation presentations. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in budgeting and accounting procedures and policies for ship operations and Sponsor reimbursable items. Experience in qualitative and quantitative techniques in analyzing and measuring the productivity of management processes and programs related to ships and projects. Experience in conducting detailed evaluations, analyzing findings and recommendations on complex functions and processes. Experience in reviewing contracts, evaluating contractor performance and advising leadership of performance issues and potential solutions.
